Gnome-panel UNDER window

Odd request i know, but is there any way to make A gnome-panel appear underneath a window so it does not take up space when maximizing windows

I want to have a APP Launcher Panel right on top of the bottom panel but when it locks into place it shortens the height of the window, and if i make it hover around the panel ALWAYS appears on top of the windows.

Any help will be greatly appreciated :D

You could right-click the panel and set the properties to auto-hide. You could also make the panel transparent.

You could make it transparent, I don't really know of any other way.
