Well, Ubuntu uses package files that end in ".deb" to distribute its software - they're similar to .exe on Windows or .pkg or .dmg on Macs. Normally you can install software from Synaptic on the computer and it downloads the .deb file for you, but if you don't have an internet connection, you can go to http://packages.ubuntu.com (http://packages.ubuntu.com/), find VLC (it's here: http://packages.ubuntu.com/intrepid/vlc) and download it using the link at the bottom of the page. You can then save it to a USB stick, plug that into your Ubuntu computer, double click, and it will install.

When you go to the VLC page, you'll notice that there are a bunch of packages with red circles next to them - you'll need to install those first (using the same method) for VLC to work.

I'm in the same boat as you, only I have dialup and can't stand waiting to download everything with it. Check out Keryx (http://keryx.betaserver.org), its a project I started so that you can get packages, updates and all the dependencies without having to worry about forgetting anything crucial. It runs on your linux computer first to gather the information and then you can take it to any windows PC and download the updates onto you flash drive and install them when you get back home. Makes it easy to get new software using a work/school/friend's computer. Just released a brand new version yesterday, hope it works! :)
