help me with the visualboyadvance installation

i have downloaded the visualboyadvance from the INTERNET. i want his version insted of the vba express because on the visualboyadvance i can use my cheats for my Pokemon games. but when i go to install it, it errors like this.

Well it could help to know where you have downloaded it because there are so many unofficial/official branch offs of VBA on both windows and linux. Also, this is an exe file if you haven't noticed so this is a windows build (whatever version that may be). btw have you looked at the documentation of vba express to see as to whether or not you can actually use cheat codes?
