This (https://help.ubuntu.com/community/Repositories/Ubuntu) explains about the repositories. Is there anything in particular you are trying to do?

Synaptic Package Manager is a gui frontend to apt. if you are having problems with network connection and have problems using apt from the terminal, then you are probably going to have a problem with Synaptic Package Manager. If you want to manually install packages without a internet connection which can be a small nightmare you can search and download the packages from here (http://packages.ubuntu.com/) or use a tool like Keryx (http://keryx.betaserver.org/).
Or another option would be to try and solve the network problem that you are having.
Could you give more info on your network connection problem?
