Users should be able to create accounts, maybe with basic user profiles
They should be able to upload an image file that's autogenerated into a thumbnail on their post
They should be able to upload tar.gz files
User should be able to select from a range of copyrights that cover the software they uploaded (optional)
commenting should be allowed on any user's post by other registered members


Those are all doable in drupal, you just have to get used to how it works.

EDIT: accept for number 2, that may take some doing with imagemagik, or others

Drupal just seems like it's got way too much junk i'd have to remove from it. I'd like my users to have a very simple experience of logging in, and uploading content. Not to mention that you'll have one module that works in some versions of drupal, and another you need that's only for another. It just seems like a big pain.

Well you could try Textpattern (http://textpattern.com/), it's very easy to use but it uses it's own 'language' for writing posts called Textile, I find it very simple but very customizable.
