Did you install the ttf-indic-fonts package ? (sudo apt-get install ttf-indic-fonts)
It covers most of the indic languages. It should work out of the box on Ubuntu 8.10

Are you talking about normal telugu utf-8 font rendering like in wikipedia or screwed a** font rendering of sites like eenadu.net? utf-8 font rendering works out of box. For sites like eenadu, you have to get the ttf font and install it.
