Can I re-use /var/cache/apt/archives

Can I re-use the files at /var/cache/apt/archives instead of downloading the same files again for a different computer? if yes how?

Just copy the .deb files to some removable media. Then copy them to the new PC Desktop and then just double click on them.

Install and use APTonCD for creating an iso of the .deb packages so that you can reuse the downloaded packages.
