Don't try to make something "fast" until you are able to quantify "slow".
You could try running it through Wine and see if it works; there's no guarantee for that, though. For example, I tried running Yahoo Messenger through Wine and I encountered lots and lots of problems, like the app looking really scrambled and the fact that I could not connect to my account. You should find an alternative to ICQ, in case it doesn't work through Wine.

Why not give PSI a try. It is just like ICQ and you can use your ICQ account on the server.
