Screen to dim

OK i have a Dell Inspiron 1501 and when the power cord is not connected the screen is dim to save power. Well i like it bright. But keep this in mind when i connect the power cord it does not go bright i have to restart the computer in order for it to be bright. I was wondering if there is way to change that cause i can find it i have even changed dim screen setting in power management. Also the brightness function keys on the key board does not work.

right click on your battery meter, should be in there... lemme know if that doesn't work
