I DL'ed Xubuntu last night and the build date/time is the same now that the release has been announced.

well I downloaded it the old fashioned way about 5 minutes before the announcement, but am currently seeding it out of generosity (actually, mostly to spite the morons in charge who think BitTorrent is wrong) and am currently giving out 1.1 Megabytes per second, so someones getting it quick.

Yup, has slowed right down for me. Bouncing back and forth from 60-100kbps down from around 500kbps when i first started the download.
