Code needed to build Server control panel

Hello there, I am looking for what type of source I would need to build a custom control panel that would run on a main server and it would have access to remote game servers giving people the option to login and start stop restart reinstall and edit files for their game server.
Looking for something along the lines of http://gamecp.com/?key=demo and a few other game panels out there.
If I could get some help or links to understand what I need to know so I can try and build my own that would be great.

It seems to me that it can be accomplished with PHP and MySQL.
