How to submit driver for inclusion?

I've been trying to get the Realtek RTL8187B wi-fi adapter in my Toshiba laptop working in Ubuntu since 8.04 first came out. From what I read, many people have had troubles with this. I've used many drivers, each of them in various states of brokenness. I finally broke down and contacted Realtek, and to my surprise it seems that since July they have had a driver for Ubuntu. It compiles and works well. The license in it is GPLv2, and so I'm wondering what the process is to get this included in Ubuntu?

If they're working will the Linux Kernel development team then it might be either a) in a later version of the kernel, b) going through peer review and not coded quite how Linus wants or c) They've not worked out how to work with the community yet and haven't released the code in a meaningful way.
