I use code::blocks. it is the closest to visual C++ that I have found.

There is a binary release for ubuntu:

First, make sure you have build-essential installed if you plan to do anything with C/C++. Anjuta and Geany are two "IDE" applications that work like they advertise. If you don't need anything fancy, use vi(m)/emacs. Otherwise I think Eclipse has extensions to C/C++. As for running anything from Visual Studio in Wine, good luck. Anything from Visual Studio requires a massive amount of Windows libraries, and I believe part is coded in .NET, making it nearly impossible to run any part of VS in Wine. If you find somebody who knows how, or you find a way yourself on that, let me know, and write a tutorial. Good luck!

Try eclipse if you want a IDE for C++. Its looks similar to studio, I used it this summer for a class without to much effort needed to get it running. I haven't tried code::blocks so I'm not sure which is better suited for you, best try both out.

My attempt to install visual c++ 2008 express edtion yielded this error message:

Unable to find a volume for file extraction. please verify that you have proper permissions.
