Angry Perfection hindered by absent panel applet

This is what I want in a desktop, nearly pixel for pixel. This screenshot was taken with six minimized windows using cairo-dock.

Right now there's no proper way to do it, and I want to change that. The desktop you see here doesn't behave well at all, and cairo-dock is a 'swiss army chainsaw' riddled with more options than ccsm, when all I want is a little icons-only window list that centers itself within available panel space.

If anyone out there wants to make a proper panel applet for this functionality using libwnck, please let me know, i may be able to provide some financial incentive-- although money's tight as I just bought a new ubuntu dell and i'm going into college in like two weeks.

? you just remove all the launchers from your dock, activate the taskbar, set the zoom effect to 0 if you don't want it, and you're done.
then you save your current theme, make a .tar of it, and distribute it to people.
tell me you were kidding about paying someone to do that ...
