CPU at 85, why not 100?

in gconf-editor and in ubuntu tweak my CPU while plugged in is set to run at 85%. Why is this?

    I have a Pentium M 1.86 GHz.

If I change that to 100%, what will happen?

If you don't mind having your computer charge a little slower, then by all means change it to 100%, you'll see better performance. I don't know why it is preset at that.

Oh Btw, Google: Powertop Ubuntu to find some more ways to decrease power usage on your laptop. Good luck!
