Could not initialise the package information
An unresolvable problem occurred while initialising the package information.
Please report this bug against the 'update-manager' package and include the following error message:
'E:Opening /etc/apt/sources.list.d/winehq.list - ifstream::ifstream (13 Permission denied), E:The list of sources could not be read.

Can you go to System - Administration - Software Sources, click on the Third-Party Software, and disable the Wine repository?
