Is there any similar program like eKalappai or NHM writer for Ubuntu?

The linux version of Keyman is a dead(?) project, so is there any project currently working towards such a thing?

Or atleast can Tamil99 be included in the default set of layouts?

Use IBUS (Intelligent input bus). It can support most of the tamil key board layout including Tamil99, phonetic, old type writter. IBUS default in ubuntu 9.10.
