I don't know about using accounting software to directly interact with a bank's online services, I've never used that facility.
Having said that, there are a couple of programs listed in the "Add/Remove programs" menu that will accept files that you download from your bank, e.g. GNUcash

Ah hah! GnuCash will do the banking thing, but you have to install it with these instructions:

It doesn't do it with the package in the Hardy repo.
