Swap will normally be used only if your computer runs out of RAM - it's like virtual memory. My swap is never used.
As for speed, if you're finding it slow there may be other issues. 1GB is usually plenty to run Ubuntu, although 2GB is even better! Do you have Desktop Effects enabled (System > Preferences > Appearance)? Many people like the Compiz eye candy, but it can slow your machine down quite a lot, especially if the graphics card isn't all that fast. I had a play with all the effects and then turned everything off. You can turn the effects on again at any time if you really want.
Before you criticise someone, walk a mile in their shoes. Then, when you do criticise them, you're a mile away and have their shoes.
