Need script Change Computer's Default Language (GDM Language/New User Language)

I am writing a script that will have the following functionality: -Change computer's GDM language
-Change default language for all new users created
Please note that this has to be done via the command line. The language in question is French (France).

Have you tried System -> Administration -> Language Support?
