Didn't go all the way out and put the application's menu in the panel?
(Not that I would, as it is a terrible place for it in my opinion)

It's called global-menu. I'm sure a search would turn up something useful. I'm afraid I'm not sure of the exact steps needed in Ubuntu as I don't use it.
