Unhappy Firefox Downloads Slower than Dialup

I just installed Ubuntu 8.04, and upon trying to download Flash media player Ubuntu is pulling at an average of 200 bytes/second!!! Needless to say, this is EXTREMELY slow. I went into about:config and changed the IPV6 from false to true. I was wondering if this is an Ubuntu thing or my ISP thing?? When I ping Google.com it averages 50 ms, so I am confused as to why downloading could be so slow. (I'm a noob btw; eventually looking to install wine and WOW.)

    Many Thanks!

Are you just having problems with downloading flash, or is it other things as well? How do pages load? You can install flash by doing a
    Code:
    sudo aptitude install flashplugin-nonfree
    in the terminal.
I do not use Ubuntu any more, nor have I ever used Gnome. Therefore, I tend to give advice that is distro- and DE-agnostic, which, while perhaps not the easiest way, will allow you to move freely between machines.
