There are two possible causes:
1. You've somehow removed the Notification Area from your panel.
2. The Network Manager applet is not starting up.
Fixing the first is easy - just right-click your panel and "Add to Panel..." then add the Notification Area. EDIT: You've just said that you've tried this already. Kept this part of the post to help others who might have the same problem
Fixing the second is easy too. Press Alt-F2 and type "nm-applet" and press Enter. Add the command to your Startup Items in System > Preferences > Sessions if it doesn't reappear after reboot.
On some occasions, the Network Manager applet won't appear because it can't communicate with HAL. If this happens, just run "sudo hald" and your Network Manager should work again.

I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
