Media Centre Set Up For A School

Hey I've been asked to (with some other people) to come up with an idea for my school. It would involve doing the following:
    • Putting a 37 Inch TV in the Reception.
    • This TV would show the news and weather information.
    • A video of the school will be going on in the background.

The people I am working with have come up with a bunch of suggestions and since the Network admin put me in charge of this project I really want to use Linux because I'm sick of these silly shareware apps people are coming up with.

How would I come up with the following:

A software tool which can display a specified video, but an overlay possible at the side and bottom of the video which will show live news/weather feeds.

I've set up the Xubuntu Environment on the hardware I've been given to work with.

I have been told to try using Compiz and overlaying each of the elements, however I do not think that this method is stable.

    Bump:

There is an example of what I intend to do. How could I go about setting this so it boots straight into how I want this to work, and what applications could I use to perform this, rather than a webpage.
