How do I change the Xubuntu theme?

Just installed the new 8.04 Xubuntu and I'd like to change the theme/appearance but I cant find the appropriate option. Can someone point me in the right direction.

Actually on Xubuntu it'll be Applications > Settings > Settings Manager, IIRC.

Well this is the thing, I've used Xubuntu in the past and that is where I changed settings before. But at the moment I have no settings manager on my menu!

That's odd. Is this a fresh install, or an upgrade? What about if you create a new user and log into their desktop?

    It was an upgrade.

I tried creating a new user and sure enough they had a settings manager.

I just tried adding a second XFCE menu to my desktop but that one had the same problem, no Settings Manager.
