moving files from desktop

I have downloaded a Likewiseopen file to my desktop and now want to install it. Neither the Add/Remove or Synaptic Package Manager seem to be able to "find" this file. Is there a "standard" file location (/bin, etc) that new files should be transferred to?

Actually, you should not need to download and copy LikewiseOPen, as per Hardy, it's in the repo's
Go to Applications>Add/Remove Software and search for Likewise, that did it for me

Synaptic and add/remove work with the repos, if you download a .deb you can right click it and chose open with GDebi package manager (or double click it).

With that said the Hardy repos are pretty up to date and you can install that app from the repos if you have universe and multiverse repos enabled. System>Administration>Software Sources then enable the first 4 repos and you'll be able to get everything but source code. Most people don't need to enable source code, but if you plan on compiling a lot of apps and messing around with source code, then it would be a good idea to enable that as well.

I'm not sure if the installer is what you have, but if you don't, that should install it for you.
