I downloaded an appliance from vmware.com that has a .7z file type. I have no program that recognizes this file type. The file is named Ubuntu8.04a3.7z.
Anyone know about it?

.7z is a compress type like rar, zip and so on. Search "7z" in Synaptic and install the package you want to use to extract it with archive manager. I use "p7zip".
Here's a link that explains what a .7z is links to a pretty good .7z programme, PeaZip.
