I want to know if I install ubuntu on a new hard drive and also have a separate hard drive with winxp already installed can I boot up the already installed copy of xp? Or does the copy of xp have to be installed after ubuntu? I know its confusing....

As far as I know, you'll be able to boot both XP and Ubuntu by choosing the line in grub menu. That is simple dual booting. However, you'd have to install a separate copy of XP on vmware running on Ubuntu.
