Linux Mint isn't developed for older hardware (Pentium IIIs with 128Mb RAM or less) and I don't think its lightweight.
PUD seems to be Chinese, are there English options and are they any good?
Minix doesn't have an easy desktop environment.
Arch looks like it needs a lot of setting up.

Most anything made within the last 12 years [or more] should have a CD-Rom drive (700 MB), so the better question is which distros require the least Memory, Processor Speed, etc...

Precompiled all the way down to the i486 (but not i386). Very impressive, even if it is practically abandonware. Nothing would make this little K6-2 happier than to see someone pick up that ball and run with it.

Actually, you pick the environment language at boot. If I recall correctly, it offers Chinese, Taiwanese (?) and English. I use it from time to time as a recovery CD. It has saved me in the past.
Both true. If a preexisting desktop is a requirement, then neither is really acceptable for the list.

As well as requiring the least memory/processor speed, which ones are most Windows-like, have reasonable support AND self-config/easy config (esp for dialup modem)?
I have a friend who is running a clunker of a PC on Windows 98 (unsure of exact specs, but has CD-ROM & USB ports), and who is sufficiently scared of new stuff to be afraid of Ubuntu (I didn't exactly pitch my rave right - I was going on about the self-organising ecology of open source, as opposed to easy transition for non-technical sorts...)
Its not a complete system. I have a box of parts [they've been in storage for a while]. They would need a hard drive, case, and video card to make a working system. The rest are complete systems, except the Athlon XP (motherboard, processor, and video card), which I cannibalized for parts.
