I'm not sure what you mean by "lost"... You can minimize/maximize/close via the right-click menu on the task bar... If you close and re-open your browser, do the buttons come back? Is it only your browser that lost the buttons, or all your apps? Which browser?

Are you using the desktop effects? Compiz-fusion (what actually do the desktop effects) sometimes make the title bar disappear. If that is the case, turn them off and see if the title bar comes back.

Are you on Feisty I assume?

One other question: KDE, Gnome, or Other?
If KDE, does pressing alt-f3 give you a menu? Select "Advanced" and make sure that "No Border" isn't checked.

Compiz caused a similar problems for me. Since I don't much care for eye candy disabling it resolved this issue for me.

As previously stated, telling us which version of Ubuntu you are running would help us better determine the possible cause of this problem.

I'm still running tribe 4, I haven't upgraded to Release Candidate yet. Once you disabled/uninstalled compiz and restarted X, I would have thought it would come back.

Is it only the one application or all windows?
