Setting up a repository in Windows 2003?

I know it's probably a strange questions but since my server can't be migrated to LINUX because unfortunetely Remote Desktop is still much slower in Linux than on Windows.

Yes I have tried with Nomachines clients but their 'shadow' mode aka 'console' mode on Win2k3 is still much slower than M$ RDP.

So is it possible to set up a repo in Win2k3 where I would host proper debian packages made in chroot environmet of AMSN SVN with TCL&TK8.5?

ssh -X can be useful too.
