It may (that's a *MAY*) be possible on IE 6, but not on any browser made by a company with half an ounce of security sense. Not even on Safari.
You could write a simple server in Python, and a wrapper for the DLL (I think there's a module that lets you call DLLs directly, or am I thinking of MacPython here?); or you could stretch a thin GUI layer over your Python program using something like Pythoncard. But I don't think Javascript has the necessary links to call DLLs directly.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
