I added a more robust Python script in this bug report, and there is information on MIME type setup to make it work by default.

I don't know why this is taking so long to fix.
The only thing it's missing is to make the [InternetShortcut] magic word override the .url glob in the MIME setup. I'm sure someone knows how to do this...
