for some reason the language switcher hotkey is no longer working when i press alt+shift so if i'm on the wrong language and i lock the screen i can't login with my password and was forced to change it to numbers only

which not making sense, how do i either show language switcher icon like on initial login screen to switch to english if i forget to switch before locking or make alt+shift work again on lockscreen to switch languages?
