Canonical will be replacing some hardware that helps keep the forums running.

As a result the Forum will be unavailable for a short time (around 20 minutes) sometime between 10.00 UTC and 11.00 UTC on November 05th 2015.

Hello mikodo, may well be any of the reasons that you mention, but probably unlikely as some hardware has been identified as requiring replacing on the servers that run the forums. This is currently being planned with a short period of downtime expected. We will let you know when this happens.
