Not sure how NOOBS works (never tried it but supposed to be easier for people not familiar with dd, or similar), but in the past for the regular RPI Debian image you simply used dd (or suitable equivalent in Windows) to write it directly to beginning of SD in my case, or microSD for newer models. Then the first time you boot it on the Raspberry Pi it offers to expand the partition to fill the SD/midroSD (or you can use gparted in Ubuntu to expand the Linux partition that is after the FAT32 partition with config files).
