Being a forum admin, I'd suggest the Forums, but IRC and Ask Ubuntu work just as well. Launchpad Answers is now used for answering questions about Launchpad itself.

Use the tool that works best for the situation.
I frequent both this forum and IRC.
IRC is fast, and the requester is expected to be fast.
This forum is only as fast as the respective responses. The better thing is here on the forum the response is the more thorough and in depth. You get 'personal' attention, and an opportunity to learn.
Askubuntu is strictly business, ask your question, get a good reply, but do the research first.
Launchpad, somewhat restricted to business for a quick way to reach a conclusion. Bugs, bugs and more bugs, BUT the knowledge base is astounding. Again, you must wait for that knowledge to become available to you; if you do not do your own homework.

A search engine.
Many times, my question has already been asked and answered pretty well.
One drawback of common search engines is that they don't rank certain sites highly. You can get 'round that by using customized search engines such as http://www.googlubuntu.com/. You can even make your own: http://ubuntuforums.org/showthread.p...2#post12984962 because googlubuntu has had spells of downtime in the past.
No matter which search engine you use, knowing how to use competently it is key.
Then comes the point about how much to trust the answer you get or read about

Definitely, I will recommend this first before you asking on any service.
Many of our questions is already asked and answered by "people before us".
Than, I wil recommend you to use this Forum since a lot people use it everyday. Just leave the question there and can be read and answered later.
