Is there a way to stream audio to HTTP? For example let's say I wanted to stream audio from a device such as my CB radio or police scanner through my line-in jack in such a way that I could share a link with friends/family and let them listen in?

HTTP won't stream but you can link to a stream on your web page.
VLC and Icecast2 can do streaming of audio and can be added to the same machine as your web server.
