What are your hardware specs? specially vid card?

The distressing news is that even 13.10 is End_Of_Life and has no support.
Install 14.04 ( enhanced graphics support now ) and see what the situation is; and we take it from there.

How do I check the specs of the vid card in terminal? Before I think of installing Ubuntu 14.04, I need to restore my 13.04 so that I retrieve my data and information. I am at a loss. I really need to resolve this problem. Please help!
Enter "lspci -k", it will show your video card and driver being used

To retrieve your data, - a good thing to keep good backups in any event - boot the liveDVD and mount the /home ( and maybe also root) partition of the install. You may then copy your data of to a safe place.

I installed Ubuntu into Windows and was working inside windows. I have checked the vid card from windows. Is it possible to retrieve Ubuntu files from windows? I also want to find out if it is possible to mount an external hard drive in ubuntu and copy data since am able to access data from terminal? Please help!

I do not know Wubi, others will have to advise if there is a means to access the host (ubuntu) system.
As to mounting and accessing an externnal drive from the liveDVD of ubuntu, not at all a problem; 2 means to do so .. from the file manager or from the command line.
Be aware Wubi is no longer supported, and was intended originally to be a "try ubuntu", see if you like it kind of thing. I expect you will be very pleased now to actually install ubuntu as a true dual boot ( after you have retrieved your data !) .

Thanks Bashing-om, everything worked out as you instructed. I used the LiveDVD. Thanks a million, I ave my data back. I just now need to install ubuntu 14.04. I have learned to backup evey time.
