You showed a Windows efi boot file entry.
But if you have a 100MB NTFS Windows boot partition that is BIOS boot not UEFI.

Order on drive is important: msftres

Microsoft suggested partitions including reserved partition for gpt & UEFI:

And if Ubuntu is in UEFI mode, it will not see the Windows to add it to grub.
And if grub only has Ubuntu entry it will not show grub menu.
