I can't find my original thread to this, so whatever. I got the partition set up and the installer goes right into ubiquity. I re-installed my system with it without problems. Here was the final solution.
I created a 2 GB partition that has just the ubuntu-13.10-desktop-amd64.iso file on it.

The error was fixed by adding one '/' before the iso name, to iso-scan/filename=/ubuntu-13.10-desktop-amd64.iso and I don't know why but all tutorials I read left it out.
