Angry Keyboard text input fails; keyboard shortcuts work - Dell Studio 1747 T510118AU

Keyboard text input fails; but keyboard shortcuts work: on my Dell Studio 1747 T510118AU running Ubuntu 13.10 x64 (from a clean install; not upgrade).

This is a recent occurrence, everything was working fine earlier.

To elaborate on the hit and miss property; Ctrl+Shift+T opens a terminal, but I can't type in that terminal. Ctrl+T opens a new tab in Firefox, but I can't type anywhere and other Firefox keyboard-shortcuts don't work.

For some reason KVIrc and login password-input accepts my keyboard input; even though Terminal, Firefox, Gedit &etc don't.

How do I troubleshoot/fix this issue?

    Thanks for all suggestions

This is a problem for me as well, on my Compaq Presario CQ60 laptop. (It is not peculiar to Dell.)
