Video chat - smart phone / laptop

Is it possible for someone with a smart phone to engage in video chat with someone using the webcam and microphone on a laptop?

    What choices are available?

Thread moved to Ubuntu, Linux and OS chat..

Not a support request and not OS specific. Doesn't really fit in any section of the forum, actually, and some googling would find some answers.

It works perfectly fine using Skype.

Thanks for that tip. I use Skype, but hadn't noticed that it had that feature.

Do you know if there's an extra charge for using video (as opposed to audio only) when making a Skype call to a non-Skype user's phone? I looked at the Skype documentation, but the answer wasn't clear.

Sorry for posting in the wrong place.

The laptop is running Ubuntu 12.04.3.

I don't know what kind of smart phone it is. The phone user has no desktop computer, so the phone is the person's only method for accessing the internet.

no. if the user uses internet connection via phone (G3 or LTE or whatever) ther eis no additional charge. smartphones are actually tiny PC that can also call phones via mobile network.

Skype, google hangouts and many more can do video&audio all for "free" as long as both users do it via internet
Read the easy to understand, lots of pics Ubuntu manual.
Do i need antivirus/firewall in linux?
Full disk backup (newer kernel -> suitable for newer PC): Clonezilla

I do that with my eldest son who is studying away. He has an Android phone, we find Google hangouts work best. He has wifi where he lives.
