If you just want to scribble or hightlight, then xournal works OK:
xournal - GTK+ Application for note taking
Open a terminal:
Code:sudo apt-get install xournal xournal

I should have been more specific. I want to be able to fill in boxes in a legal form.
Most browsers support fill-in PDF forms, just open them up in the browser. You can save them as well. There are probably also plug-ins that extend PDF functionality in browsers, but you would have to search for them.
evince handles simple PDF forms. I've done my taxes using U.S. Federal and California tax forms on evince (also known as Document Viewer, 3.5.0 in this case) without problems.

Thanks. I was trying in Fire Fox. When I tried it in Chrome, it worked.
You might need a plug-in for firefox. Others can verify.
