"New Document" option missing after installing gnome classic

I installed gnome classic on my ubuntu 13.10 box, however when I login using the gnome desktop environment I noticed that the "New Document" options is no longer there when I right click on the desktop. One way to fix it would be creating an empty file in the ~/Templates folder, but it won't affect the new login users. I wonder is there any way to create a global Templates that will effect every login users?

    Thanks in advance
