Block part of website on OS level

I want to selectively block parts of or entire domains. Such as www.domain.com/to-be-blocked/item.extension or www.domain.com/to-be-blocked/* as well as www.domain.com and *.domain.com

I would rather not proxy, but I can. whatever the solution is, it has to be available to Android & Ubuntu/Debian and if it is a program I want it to be a command line. All help, links, and suggestions are appreciated.
