Has anyone managed to "upgrade' from 13.04 to 13.10?

I tried it on 4 machines running Lubuntu 13.04, and all 4 "Could not calculate the upgrade", or somesuch message.
I find it a disgrace that at this late stage in Ubuntu's development, upgrading is such a hassle.

Sure. But only after disabling all but the official Ubuntu repos.

I upgraded my Asus Eee PC 1005ha from Lubuntu 13.04 to 13.10 with no real problems.

I upgraded my old Dell Dimension 2350 from Lubuntu 13.04 to 13.10 the day 13.10 was released. No real problems and it's running just fine.
