I don't think so at least at this moment. I belive Canonical plans to launch Ubuntu Phone in 2014 and now there is only a previous versiron for partners and developer which is only compatible with some Google devices: Galaxy Nexus and Nexus 4.

And yes! It is possible, but it won't be simple, and it won't run well (yet).
Look into Picuntu for the G8 Eco App.
