I am reasoning from the stand point that as we have a 32bit 12.04 LTS then that 32bit Ubuntu will be around for a litttle over 2 years. And as we will have a 32 bit 14.04 LTS, then that 32bit Ubuntu will be around for 5 years after release. At what point in time does someone say, we do not need a 32bit version of ubuntu? When it comes to developing Ubuntu 16.04? If there is a 32bit Ubuntu 16.04 then 32bit Ubuntu will be supported down to 2021. Will there still be any hardware around that needs it? Regards.

Moore's Law would probably indicate that , no, 32 bit will not be around by then but there will still be relic hunting diehards who will make 32bit OSes available. I think it all has to do with economics. Most likely the slate mentality will reign. It will be a computer in a stick about half the size of a popsicle stick. Just stick it into the slate, put on your occular eyescanner and just blink 'n think your way through the internet. No more pug 'n play Remember .. you heard it here first (blink 'n think) LOL Regards..
