Unhappy Unable to Change Fan Speed

Yes, I''ve read the post. No they didn't help. Much.

Can someone please give me the run down on how to lower my fan speed? Yes, I know that I can melt my CPU if I set this too low. However, my current fan state is terrible. The sound is too much to deal with when trying to work. I'd like the instructions just as I'd put them into terminal

This guide is pretty cut and dry.

If you forcibly lower your fan speed, the will cause your processor to overheat and will result in sudden system crashes -- and eventually, damage the processor.
    Mint 15 & 16; MS Win7 & Win8.1.
Will not respond to PM requests for support -- use the forums.

This is a problem with running Ubuntu on some laptop's I found. Hp uses a technology called cool sense (proprietary) on there laptops which control's the fan speeds which doesn't seem to be a problem with Ubuntu on a Intel based model's but I noticed in my experience running Ubuntu on the AMD models the fans runs hard and actually the notebook still runs hot.
